Basement Wall Leaks When it Rains

Q. Is there a way of repairing a basement wall that leaks when it rains or when the snow melts in the spring? I think the reason it leaks is because the cement steps were coming away from the house and instead of getting it repaired a set of wooden steps were placed over the cement steps. The water comes through the wall by the cement steps and goes under the basement stairs and goes right to the sewer.
